  1. Gut fish and wash.  Add ginger, green onion and wine.  Steam until done.  Pour away excess liquid.  Set aside.
  2. Heat oil in wok.  Add fermented black beans, chopped ginger, chopped green onion, and chopped garlic.  Stir-fry until fragrant.  When adding the seasonings, boil the sauce and adjust the flavor.  Pour sauce over steamed fish.
